Yahoo! Search Marketing Political Statement?

So I run across "Yahoo! Search Marketing" (actually found it from Google, a paid listing, hah!) and decide to sign up and give it a whirl.

It's not quite as slick as Google as I begin the sign-up process, but I soon run into a brick wall:

Please note that Yahoo! Canada currently accepts only French-language Web sites and listings. If your site is bilingual, you will be able to advertise only the French version. If your site is in English only or any language other than French, please do not proceed.

I'm just... confused, actually.
