Here's an excellent idea... tracking cell phones to monitor traffic. Since nearly everyone has a cell phone nowadays, if you can obtain all the data of where these phones are and how fast they're moving, you're able to pin point any traffic problems.

This however had me rolling: "But the local transportation commission went a step further, mailing 250,000 metal bags into which motorists could place their toll devices to prevent them from being monitored along the roads." At least they're kind enough to provide the tin-foil hats!!!
